apache設定問題 - Linux

現在只是在/var/www/html 下面放一個index.html
但是都會出現403 Forbidden You don't have permission to access /index.htm on...
我查過google大多是寫
<Directory />
Options FollowSymLinks
AllowOverride None
Order deny,allow
Deny from all
^^^^^^改成allow
</Directory>

我查一下conf檔
找到類似的
<Directory />
Options Index FollowSymLinks
AllowOverride None
Order deny,allow
Deny from all
</Directory>
所以我是改這段的deny=>allow
也關掉selinux
重新啟動以後還是forbidden

請問有人遇過這問題嗎
OS : CentOS 5.3
apache 2.2.3
