On your sdcard: .data -> navigator -> Data -> Maps
Form default in this folder is a file named ".placeholder".
This can exist futher.
So just put the files in the mentioned directory,
run HTC Locations, disable any data connection and navigate to a place,
which is covered by these offline maps and see, if it works
