proftpd 設定問題 - Linux

小弟最近在設定proftpd，遇到了一些問題請教版上前輩，

1. 若要以 port 21當傳輸，是否要將這個port打開，如果是，該如何設定？

2. 如何確定 proftpd 正在運作中，如何確定 port 被使用？指令該如何下？

以上的小問題小弟爬文並無較直接回答，所以請前輩們方便的話請回一下，感激
