win 10 滑鼠視窗焦點轉移 - Windows

作業系統：win 10 1511

Service Pack：

發生問題頻率：總是

是否有做Windows Update：Y

問題內容：

滑鼠只要移到其他視窗，焦點就會自己移到滑鼠所在。舉例如原本開啟控制台(非全螢幕
的狀況)滑鼠移到背後Chrome瀏覽器後就會自己跳到Chrome 最前。
非常困擾，也沒有勾選將滑鼠暫留在視窗上方以啟動視窗。

不知道要如何設定。

Win 10 的捲動，預設改成移到該視窗就直接捲動該視窗
