我想要的是可以新增並編輯文字，最後能存成pdf的功能

其他功能有沒有都沒關係

請問有板友知道哪個app適合的嗎?

要能原生編輯的本格就是Acrobat, 其他的還有PDFEdit,
Scribus...等等。如果只是要再layout上圖塗抹抹的話
